10.3.2014 Bellringer

1. My initial reaction is stunned, this is the most absurd thing I've ever read. 
2. Yes, I believe this is a violation of your rights. You shouldn't have to pay to live in a certain town. It is horrible that they think that this is one of the most pressing problems in Belington right now. 
3. I am sure a lot of people would leave the town and or refuse to pay the fines. 

1. They are trying to cover trier tracks and say that this was just a first draft that is still to be edited. 
2.The changes are that it allowed for the use of generators in a declared state of emergency and now also during a power outage which was not the fault of the landowner, changing the section under Property Maintenance pertaining to the demonstration of the ability and means to mow and trim grass and weeds to apply only when necessary and the correction of spelling errors.
